How the California Guard Card Works

California does not run a single state exam you sit at a testing centre. Instead, BSIS requires training: you must be at least 18, submit Live Scan fingerprints, and complete the 8-hour Power to Arrest course first — that course ends with a test you must pass to be registered. You then have to finish 32 more hours of mandated training, and 4 hours a year after that. The material you are tested on is the same in every one of those courses, which is why practising the questions works.

What the Training and Tests Cover

  • Power to Arrest — the legal basis and the limits of a private person's arrest authority
  • Weapons of mass destruction and terrorism — required awareness material
  • Observation and report writing — how incidents must be documented
  • Communication and public relations — including de-escalation and implicit bias training
  • Liability and legal aspects — civil liability, use of force, and the Business and Professions Code rules on registration, records and conduct
  • Officer safety — and the separate rules for an exposed BSIS Firearms Permit, where you may only carry the firearm type and calibre listed on your permit

Where People Lose Points

Arrest authority is the biggest one — what a security guard may and may not do is narrower than most trainees assume. Second is report writing and record retention, which the Business and Professions Code spells out precisely. Third is the firearms permit rules, where the calibre-and-type restriction is tested repeatedly. All three are recall questions with unambiguous answers.

How to Prepare

Run the questions in rounds, read every explanation, and re-do the misses. Aim for three consecutive rounds at 90% or better before your training course's exam.
